CHAI RWANDA

VACANCY ANNOUNCEMENT

Title: Audio-Visual (AV) Program Officer

Program: Health Systems Strengthening

Job Location: Kigali, Rwanda (with field travel as required)

Type: Full-Time Paid

Start date: Immediate

Organization Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

At CHAI, our people are our greatest asset, and none of this work would be possible without their talent, time, dedication, and passion for our mission and values. We are a highly diverse team of enthusiastic individuals across 40 countries with a broad range of skill sets and life experiences. CHAI is deeply grounded in the countries we work in, with the majority of our staff based in program countries. Learn more about our exciting work: http://www.clintonhealthaccess.org .

CHAI is an Equal Opportunity Employer, and is committed to providing an environment of fairness, and mutual respect where all applicants have access to equal employment opportunities. CHAI values diversity and inclusion and recognizes that our mission is best advanced by the leadership and contributions of people with diverse experience, backgrounds, and culture.

Program Overview

CHAI Rwanda’s Health System Strengthening (HSS) programs work on a day-to-day basis with Government leadership and the goal of those programs is to support the Government to accelerate progress towards UHC by ensuring the sustainable delivery of quality, essential health services. This includes designing and implementing national Primary Health Care (PHC) reforms from health center level down to community health, to increase health workforce availability, to prioritize and sustainably finance essential services, and to support improved management, financing, and delivery of quality primary health care.

Rwanda’s Vision 2050 sets ambitious targets for a healthy and productive society, yet progress on maternal and neonatal mortality and stunting remains slow, while the country simultaneously faces a growing burden of non-communicable diseases and emerging health threats. To accelerate progress and ensure affordable access to quality care, the Government has committed to four priority PHC reform areas: 1) Strengthening primary healthcare system and public health security; 2) Optimizing health workforce production, performance, and retention; 3) Developing evidence-based medicine and systems; 4) Enhance leadership and management decisions, coordination, and planning by leveraging digital integration.

Position Overview

CHAI is seeking an Audio-Visual (AV) Program Officer to be seconded to the Ministry of Health, supporting the Ministry’s Communications Unit. The AV Officer will be responsible for bringing the Ministry’s health communication campaigns and daily activities to life through dynamic visual storytelling. Working hand-in-hand with the wider Communications Unit, this role transforms scripts, campaign concepts, and public health directives into high-impact video, audio, motion graphic, and photo content. The AV Officer covers ground-level events, field operations, community outreach, press briefings, and human-interest testimonials while managing end-to-end post-production for broadcast and digital platforms.

The AV Officer will work under the direction of the Head of Communications or equivalent senior official, as part of the Ministry’s Communications Unit. In parallel, the candidate will report to CHAI’s Associate, Research, Scientific Communications and Grant Development and will work closely with other CHAI teams at the country and global level.

Job Responsibilities

Campaign Production & Post-Production

  • Campaign visual execution: Translate scripts, concepts, and storyboards into compelling multi-format visual assets (short-form social reels, broadcast TV spots, animated explainers, and educational video series).
  • Campaign design input: Contribute to the design of health campaigns and messaging from the concept stage — advising on visual direction, formats, locations, casting of voices and faces, and what will work on each platform.
  • Post-production and editing: Edit high-definition video and photo content using professional editing software (e.g., DaVinci Resolve, Adobe Premiere Pro, Adobe Photoshop, Adobe After Effects), and perform color grading, audio enhancement, motion graphics development (lower thirds, infographics), and multi-language subtitling and captioning.

Field, Event & Emergency Coverage

  • Field & event coverage: Plan and execute field shoots (photo and video) for daily Ministry events, high-level diplomatic meetings, community health outreach, hospital tours, and press conferences, delivering same-day or next-day selects for social media and press use.
  • Live streaming & broadcast support: Provide technical setup and execution of live streams for press briefings, national health updates, and virtual town halls across YouTube, X, and Facebook.
  • Support audio-visual requirements for major health events hosted in Rwanda, in coordination with the Communications Unit and event organizers.
  • Emergency and surge coverage: Provide rapid-turnaround coverage and content during disease outbreaks, public health emergencies, and other time-critical events, including press briefings called at short notice, which may require availability outside standard working hours and travel to field sites.

Standards, Archive & Equipment Management

  • Brand and editorial standards: Ensure all audio-visual material complies with Government of Rwanda communication standards, key messages, and branding, and route content through the required editorial and technical clearance before release.
  • Consent and safeguarding: Obtain and record informed consent from patients, community members, and other individuals appearing in Ministry content, and handle sensitive footage in line with patient privacy and Ministry safeguarding requirements.
  • Archive management: Build and maintain an organized, searchable archive of all raw and finished audio-visual material, with clear naming, storage, backup, and consent records.
  • Equipment management: Maintain, calibrate, and inventory production gear; advise on production equipment needs and specifications.

Perform any other work-related duties as assigned by the direct supervisor.

Qualifications

  • Bachelor’s degree (A0) or diploma (A1) in film and television production, multimedia, motion graphic design, journalism, fine arts, or a related field, with at least 2 years of professional experience; or an A2 diploma with at least 3 years of professional experience in videography, motion graphics, and photography.
  • Experience producing content within institutional brand and communication guidelines; familiarity with Government of Rwanda communication standards and branding is an advantage.
  • Fluent Kinyarwanda and working English required; working French is an advantage.
  • Drone operation experience, with awareness of Rwandan drone regulations and permissions, is an advantage.
  • Experience producing content for a government, public-sector, or public health communications team is an advantage.
  • Experience with live streaming and hybrid event production is an advantage.

Required Skills

  • Proficiency with professional camera and audio equipment and industry-standard editing software, with excellent video, motion graphic, and photo post-production skills.
  • Strong technical skills in filming, lighting, sound capture, and photo composition.
  • Creativity and strong visual storytelling instincts.
  • Ability to work under tight deadlines and manage multiple assignments simultaneously, including rapid-turnaround work during events and emergencies.
  • Strong organizational skills for asset management and equipment handling.
  • Good interpersonal skills to work effectively with Ministry staff, partners, and event participants.
