HR Management Specialist at ministry of sports (MINISPORTS). Level:3.II, Post:1, Under Contract.

Responsibilities or duties

  • Conduct training needs assessments and organize training and capacity-building programs for Ministry staff to ensure they acquire and maintain relevant technical and professional skills, and ensure effective implementation of approved training programs.
  • Analyze job requirements and develop job descriptions and job specifications for the recruitment of new staff, job evaluation, and other human resource management purposes.
  • Ensure compliance with legislation, policies, and best practices relating to equal opportunities and non-discrimination in the workplace.
  • Coordinate and monitor staff performance in relation to their performance contracts and agreed performance targets.
  • Maintain proper custody, confidentiality, and security of staff personnel files and records.
  • Prepare monthly payrolls and verify the regularity and accuracy of statutory contributions, reimbursements, and other payments to the Social Security Fund (RSSB) and other relevant institutions.
  • Coordinate and facilitate periodic staff performance appraisal and evaluation exercises.
  • Conduct regular studies and assessments on staff retention, career development, and promotion.
  • Monitor and verify staff salary and benefits statements and ensure the timely and accurate processing of statutory contributions and legally required deductions.
  • Provide guidance to staff on labour laws, public service regulations, policies, and procedures, and promote compliance with applicable requirements.
  • Develop policy and strategy proposals, programs, and projects related to human resource development and provide advisory support to management on HR matters.
  • Identify and coordinate strategic and operational capacity-building and staff development needs of the Ministry.
  • Coordinate and lead the review and development of staffing norms for national team coaches and sports professionals in the sports sector.
  • Initiate and prepare budget proposals for staff salaries, benefits, training, and other HR-related expenditures.
  • Plan and implement employee orientation and onboarding programs to foster a positive attitude toward the Ministry’s objectives and facilitate the smooth integration of new staff.
  • Lead, coordinate, monitor, and evaluate the Ministry’s recruitment and selection processes in accordance with public service laws, regulations, policies, and procedures.
  • Maintain accurate, complete, secure, and up-to-date staff records and HR databases.
  • Administer employee benefits, leave management, staff welfare programs, and other employee-related services.
  • Coordinate payroll processes and ensure the accuracy, completeness, and timely updating of staff information and payroll-related data.
  • Ensure compliance with applicable labour laws, public service regulations, HR policies, and administrative procedures.
  • Coordinate and facilitate staff performance appraisal and performance management processes.
  • Prepare and submit periodic HR reports, workforce statistics, and other management information as required.
  • Facilitate HR audits, coordinate the implementation of audit recommendations, and monitor progress to ensure timely compliance and improvement.
