Are you an experienced and passionate leader looking for a new challenge in an ambitious charity?
This is an exciting opportunity for an experienced Senior Manager to build and lead the Rwanda Country team to deliver a diverse portfolio of partnerships along with programmatic and advocacy activities and make significant impact on the lives of vulnerable children in a fast-paced, forward-thinking organisation.
You will be comfortable managing a mixed portfolio of existing partnerships, allocating resources where necessary while you focus on cultivating new strategic relationships with key government, institutional, national and international stakeholders to advance the organisation’s work in country. You will provide sound advice to the Senior Management Team on programming opportunities, national and regional trends concerning the organisation’s prioritised areas and ensure overall quality of programme implementation in Rwanda. You will also ensure the highest standards of international NGO governance and compliances to INGO obligations in Rwanda. As well as building the capacity of your team, you will also represent the organisation at external meetings and events, sharing best practices.
You will have a high degree of leadership acumen, thriving in situations where you can think on your feet and work creatively with limited resources to achieve your goals. You will have a knowledge of result-based management and a willingness to foster new relationships to deliver the organisation’s 3-year Programme Strategy. Reporting directly to the Director of Programme Development (DoP) of the organisation you will be leading and managing a small team as well as leading the Safeguarding responsibilities of the country office in liaison with all partners.
As part of the Programmes Team, you will play a significant role in the growth and development of the charity’s invaluable work in East Africa, working closely with the DoP and Finance personnel to ensure the Rwanda office is united behind a common vision for the organisation. Main duties and responsibilities
Governance and Administration
§ Lead the annual development of the Rwanda Country Action Plan and operational budget
§ With the support of the Regional Finance Manager, prepare bi-annual financial reports to Rwanda Governance Board
§ Lead the accurate and timely submission of Chance for Childhood bi-annual reports to Rwanda Governance Board
§ Prepare and submit annual programme narrative reports to District offices where required
§ Ensure all other INGO obligations are met
§ Manage a small and dynamic team of local staff and consultants
§ Provide strategic guidance to our regional offices and relevant country leads
Strategic Partnership and Business Development
- Lead the development and delivery of our programmes portfolio in Rwanda, ensuring CfC continues to make high impact across its strategic priority areas
- Lead the development and delivery of our Africa Fundraising strategy, including initiating and building relationships with key donors, corporates and foundations, submitting quality funding proposals and constantly keeping abreast of regional funding trends and opportunities
- Implement the organisation’s Advocacy Strategy in Rwanda by initiating and building new partnerships with international organisations, donors, businesses, academics, non-governmental organisations, foundations and civil society stakeholders
- Provide key inputs to the development of funding proposals and applications to institutional donors such as DFID and USAID based on desk-based research, needs assessments, partnership development and stakeholder interviews; occasionally lead on institutional proposals
- Attend relevant meetings, presentations and networking opportunities to raise the profile of Chance for Childhood Rwanda, and continue to position the organisation in the national landscape of Inclusive Education, Justice for Children and Social Protection
- Lead the Programmes Team in identifying regional strategic partnerships for fundraising and / or programme delivery
- Work with regional teams to strengthen strategic partnerships across our country offices
- Ensure that participatory systems and processes for monitoring activities, results and impact assessment at programme level are in place and involves the team and partners, and in line with the MEL Strategy
- Ensure all projects have robust documentation and evaluation activities built-in
- Liaise regularly with Rwanda Programme Manager to provide quality assurance and technical inputs on programme delivery, including sound budget management and donor compliance
- Contribute to the knowledge base of Chance for Childhood by regularly sharing insights and knowledge coming out of the work in Rwanda with the global team
- Review institutional applications as defined by the Director of Programmes Development
Safeguarding, Gender Equity and Social Inclusion (GESI)
- Ensure Rwanda Office’s operations are in line with the organisations’ child safeguarding and GESI policies and procedures
- Participate in monthly Child Safeguarding Working Group meetings and support the review of child safeguarding policy
- Actively participate in learning opportunities to further strengthen the organisation’s safeguarding standards and our approach to GESI
- Support all partners to meet global safeguarding standards and best practice on GESI
A strong highly motivated manager and leader, seeking a new challenge with growth opportunities in an exciting, fast paced organisation. The preferred candidate will be proactive and have a track record of successfully leading a team to deliver impactful programmes and establishing strong relationships to advance the organisation’s mission. Essential qualities and experience
- Master’s Degree in Social Sciences, Political Sciences, International Relations, Humanitarian, International Development or related field
- A minimum of eight years’ experience working in a senior management and leadership position, preferably with an INGO
- Demonstrated experience and strength in leading strategic and operational planning, including preparation of budgets
- Track record in establishing and managing partnerships
- Knowledge and ability to apply results-based management principles
- Demonstrated knowledge of rights-based and child-led programme design, implementation and evaluation
- Extensive experience drafting institutional fundraising applications
- Excellent skills in meeting donor requirements and grant compliance including timely reporting
- Understanding of, and sympathy with, the overall aims of the Charity
- A good knowledge of Microsoft programmes and experience of CRM systems
- Fluent in English, both writing and speech
- Knowledge in disability rights, social inclusion, and child protection
- Experience managing programmes and relations with UN agencies
- Experience with leading advocacy campaigns
- Fluent in Kinyarwanda and French
- Ability to establish a learning culture within the Regional Office and to facilitate knowledge sharing across Chance for Childhood
- Demonstrated skills in leading a diverse team to achieve results in a complex and fast paced international setting

Remuneration : to be negotiated based on experience
The Rwanda Country Representative is responsible to: Director of Programme Development. The post will line manage up to 5 team members including the Rwanda Programme Manager, Inclusion & Disability Advisor, project field staff and other Intern and volunteers as needed.
