Job Description

1. Establishing and maintaining a documented IT governance regime and IT departmental risk register ? Provide strong oversight to deliver consistency and quality across the University
? Assist in the improvement and rollout of IT service management and operational processes and based on best practices,
? Assist with the developing IT strategies, policies and systems relevant to the education of University of Rwanda and IT administrative operations
? Manage professional relationship and provide guidance on dealing with IT regulatory development,
? Prepare reports for various Steering and Board Committees, and monitoring observance with IT regulations and strategic objectives,
? Work with IT managers, internal and external audits to develop continuous monitoring and technology
– enabled audit techniques,
? Identify gaps in design and operating effectiveness of controls and identify opportunities for more efficient and effective controls.
2. Identifying and working with IT colleagues to implement good practice and to improve documented policies, processes and procedure ? Contribute to the IT policies, procedures and internal processes as well as IT risk and security strategies,
? Promote, advise and assist users on formal development and implementation of governance through the University,
? Coordinating efforts to support any IT audits, FOI/DP requests, and system investigations
? Oversee the teams that perform general computer controls testing and ensure quality of testing results and working paper documentation,
? Supporting the Head of IT in professional development initiatives
? Identifying and addressing user education/awareness needs
? Review/Edit/Write new IT polices,
? Leading internal communications for IT
? Servicing and providing secretarial services to
designated IT governance forums
Job Profile
a) Masters’ Degree in Computer Science, Computer Engineering, Information and Communication Technology, Electronics and Telecommunication Engineering. Possession of a PhD in above fields is an advantage.
b) Seven (7) years’ experience in managing ICT infrastructure and policies that have strong relevance to both the technology and business side of research and education environment, Five (5) of which must have been at senior managerial (Director or equivalent) level
c) Experience in developing ICT policies, procedures and systems operating protocols.
d) Proven knowledge of developmental trends in ICT
e) Registration with a relevant professional body will be an advantage
