Learning Assessment Specialist at REB

  Job Description
The LARS Specialist will be expected to deliver on the following duties and responsibilities: Support the improvement of an assessment framework, instruments, and methodology; Coordinate and organize nation – wide measurement of learning achievement in schools through development, designing, piloting, validation and administration of LARS instruments. Ensure that national examinations feed back into school assessment to assess teaching and learning at school level in order to improve learning outcomes. Support the development of competence based assessment (formative assessment, standardized test, sample test) practices by schools and districts. Ensure production of comprehensive analyses and national reports to inform policy development and instructional practice Spearhead Rwanda’s efforts to gain membership and participate in the next round of an international or regional learning assessment and support the production of its national assessment reports to inform policies. Laise with relevant specialists within REB, URCE, Teacher training colleges and other experts to support the development of assessment items for teachers English, Math and digital skills assessments. Perform other duties as required.
  Job Profile
The qualification and experience required of the LARS Specialist are as follows: ?Master’s Degree in Education, research, Assessment with 3 years’ experience or Bachelor’s degree in Education with at least 5 years’ experience in related field (learning assessment). ?At least 5 years of experience working in Rwanda (preferably in learning assessment and research) with a good knowledge of Rwanda’s education system. ?Knowledge of statistical software packages (SPSS, Stata) ?Knowledge of some regional/international learning assessments such as SEACMEQ, PISA, TIMSS, etc. ?Knowledge of Early Grade Reading Assessments (EGRA) and Early Grade Mathematics Assessment (EGMA) ?Experience policy dialogue or engagement on assessments or studies ?Expertise in training and coordination. ?Effective verbal, presentation, listening, interpersonal and writing skills. ?Excellent analytical and synthesis skills with outstanding attention to details. ?Excellent organizational skills including ability to prioritize and meet deadlines. ?Excellent communication skills (written and oral) in English and Kinyarwanda. Knowledge of French will be an added asset; ?Ability to work both independently and as part of a team, including working collaboratively, build consensus, and effectively coordinate with internal and external actors. ?Computer literacy including Ms. Word, Ms. Excel, Power Point, etc. ?High standards of integrity and professionalism. ?Ability to work under pressure, coordinate and link with multi – disciplinary experts. ?Strong ability to produce quality reports and briefs
