How can you make a difference?

Under the supervision of the UNICEF Health Specialist MNH and Child health, MoH (UNEPI and RH divisions) the consultant will support the following key areas; Support to strengthening the capacities in UNEPI and districts for strengthened immunization services which includes reviews, action plans for addressing key immunization bottlenecks, timely implementation of the planned REC activities/outreaches in the selected districts, and documentation of good practices, lessons learned and constraints. In addition, the consultant will support MoH to build capacity of district leadership in newly selected districts for equity- based programming in immunization. Application of RED/REC approach to RMNCAH: provide support to MoH to implement the application of RED/REC for RMNCAH and use the opportunity to leverage the GFF envelop for integration using EPI as a backbone. Support to RMNCAH in urban settings through situation analysis, development of an integrated service delivery model with a core package of RMNCAH services highlighting key platforms of delivery and long- term strategy on integrating these services within existing systems of health for urban informal settlements. Support to strengthening the integrated service delivery for RMNCAH in humanitarian context through review of the situation and recommendations for improving the coverage and quality of RMNCAH services and provide M&E support.

Background

The recently released UDHS 2016 results show slow progress in achieving the Uganda’s Maternal mortality and neonatal mortality reduction, children’s immunization coverage and nutrition. Further analysis of this data using EQUIST unveils significant disparities between districts. More urban and larger towns in Uganda register the highest numbers of poor outcomes for both children and mothers. Refugee hosting district also register higher mortality numbers than other districts within the same region. The 2016 Equity assessment identified 40 districts – (including KCCA) in Uganda with significant immunization inequities contributing to 53 per cent of under-immunized children. The finding of this assessment points to the broader issues in accessing RMNCAH services which needs close follow up and long-term solutions.

As part of the UNICEF Uganda mid-term review recommendations and the RMNCAH RWP, there is strong need and opportunity to provide technical support to MoH, Kampala City Corporation Authority (KCCA), refugee hosting districts and other poorly performing districts for immunization. The technical support is best positioned in areas of further review/analysis of the key drivers, bottlenecks and ideal versus current platforms for RMNCAH services in urban and refugee hosting districts and support the RMNCAH micro-planning for RMNCAH at district and health facility level. In this context, UNICEF Uganda plans to support MOH with technical assistance (individual consultancy) for period of 11 months.

Key Tasks:

In close co-ordination with the UNICEF Health Specialist MNH and Child health, MoH (UNEPI and RH divisions) the consultant will undertake the following tasks:

  • Support to strengthening the capacities in UNEPI and districts for strengthened immunization services:
  • In collaboration with UNEPI, support the EPI performance reviews and capacity building of the district leadership in 40 districts with immunisation inequities
  • Facilitate the training of EPI-Focal Persons from health sub-districts and facilities in planning and management of routine immunization services including supervision, data utilization, advocacy, accountability and decision making
  • In selected districts, support the implementation of the planned REC activities/outreaches through contribution to the planning, oversight to the implementation and monitoring of the results
  • Facilitate the analysis of the EPI data/information for the districts with immunization inequities, support the reviews and follow up on the action points for addressing the key bottlenecks.
  • Application of RED/REC for RMNCAH
  • Support MoH to finalize a guidance note on application of RED/REC for integrated RMNCAH services.
  • Prepare and present recommendations for application of RED/RED to RMNCAH in relevant TWGS and UNICEF supported districts.
  • Conduct orientation of the district health teams in UNICEF supported districts on application of RED/REC for RMNCAH.
  • RMNCAH in urban settings
  • Finalize the desk review of good models /practices on delivering RMNCAH services in informal setting and identify applicable strategies for Uganda.
  • Finalize the review of the RMNCAH situation in urban settings with a focus on a high burden district eg Wakiso/Kampala.
  • Develop an integrated service delivery model for RMNCAH in urban settings, defining a core package of services and key platforms of delivery.
  • Present the identified model to relevant TWGs at MOH for endorsement.
  • Conduct orientation and capacity building of selected DLG on identified integrated service delivery model.
  • Facilitate implementation of the model in Kampala and Wakiso districts.
  • RMNCAH in Humanitarian settings
  • Develop recommendations for addressing gaps in integrated service delivery at all levels of service delivery platforms in refugee hosting districts.
  • Support to MoH, refugee hosting districts to build on the SURGE model and identify key needs for improving the quality and coverage of integrated service delivery in refugee hosting districts.
  • Provide technical support to implementation of the UNICEF supported RMNCAH activities in refugee hosting districts.
  • Deliverables:
  • Inception report highlighting key deliverables, modality of engagement with MoH and UNICEF drafted and shared with UNICEF Health Manager and Health Specialist Immunization and UNEPI Manager.
  • Work plan clearly indicating the details of activities with the timelines for the assignment.
  • Documentation report on LMC training;
  • Updated leadership and management for immunization (LMC) materials.
  • Training/workshop report; training materials and the presentations.
  • Monthly reports on progress made in the identified districts in terms of immunization coverage and quality of immunization services (REC activities being implemented in the plans including interventions of reaching high- risk communities, progress on number of children reached with immunization by facilities with high- risk communities and with inequities).
  • In the 4 urban selected districts – KCCA, Wakiso, Iganga, Jinja – detailed documentation on good practices, lessons learnt, and constraints experienced in reaching all children
  • Report on orientation of VHTs in mobilization for health services in the urban areas of KCCA and Wakiso.
  • Finalize the guidance note on application of RED/REC for integrated RMNCAH services.
  • Meeting minutes from TWG and the targeted districts orientations.
  • Field monitoring reports and follow up reports on the implementation of the key recommendations in the UNICEF supported districts.
  • Situation Analysis report and guidance/presentation on proposed models for RMNCAH service delivery in such settings.
  • Finalize the review of the RMNCAH situation in urban settings with a focus on a high burden district e.g Wakiso/Kampala. Finalized service delivery model for RMNCAH in Urban settings.
  • Orientation reports and evidence of the integration of the key components of the RMNCAH service delivery in urban informal settings in district plans.
  • Report on the planning, implementation and monitoring of the selected model of the RMNCAH services in selected areas of urban settings.
  • Recommendations for addressing gaps in the integrated service delivery in refugee hosting districts.
  • Reports on the key recommendations and actions for filling the critical gaps in service delivery in UNICEF supported districts.
  • Final consultancy report on delivery of key results/deliverables including recommendations, challenges, gaps & best practices

  • Advanced university degree in Medicine, Public Health, Paediatric Health, Child Development, Child Health, or other relevant disciplines
  • At least five years of relevant professional work experience with Immunization Programme planning, implementation, monitoring and evaluation
  • Previous positive working experience in implementing capacity building activities targeting national and district level immunization programme managers; local district authorities and sub-district structures in Uganda
  • Familiarity with RED/REC strategy and micro planning processes at subnational and health facility levels in Uganda
  • Experience with research and assessment activities, preferably in immunisation. Previous engagement with.
  • Excellent communication, facilitation and negotiation skills
  • Strong analytical and report writing skills
  • Knowledge and previous working experience with UNICEF/GoU EPI programme is an asset
