Oxfam in Rwanda was physically established in the 1980s, although prior to that in the 1960s, Oxfam was engaged in delivering humanitarian response, water and sanitation, conflict management and sustainable livelihoods by funding project work of partner organizations in the country. Oxfam overall vision is just Rwanda without poverty.

Oxfam in Rwanda developed a Five-Year Strategic Plan (2015-2020) based on a comprehensive analysis of the Rwandan context and the power constellations that identify some of the critical barriers to inclusive development in the country and opportunities for change. Therefore, the strategy is centered on interventions that are in line with its mission – to ensure that poor women, men, and youth enjoy equal rights and benefit from fair and inclusive development. Oxfam invest where it can add value as the country implements the National Strategy for Transformation and now moving from Vision 2020 to Vision 2050. Oxfam Country Strategy is implemented under four key program pillars, namely: – Sustainable Livelihood, Participatory Governance, Gender Justice and Humanitarian Preparedness and Resilience Strengthening- where this role sits.

We are currently recruiting for experienced Rwandan national for the position of:

Thematic Manager – Humanitarian Preparedness, Response and Resilience Strengthening

Location:  Based in Kigali – with travels countrywide

The key role of Thematic Manager (TM) Humanitarian Preparedness and Resilience Strengthening is to ensure robust capacity building of national institutions responsible for enabling poor and vulnerable populations equip and prepare themselves to better cope with both natural and man-made calamities.

The post holder will be responsible for resilience strengthening the approach to reduce the chronic vulnerability of marginalized women and men and enable them to progress towards self-sufficiency with support from the other stakeholders, including Rwandan Government. S/he will also be responsible and accountable for the formulation of a high quality, high impact humanitarian and resilience strategy; co-created with national partners, and effective project design, development and implementation. The position holder will further be responsible for programme partnership to ensure effective project management, monitoring and reporting. The TM will build operational relationships with a variety of stakeholders including government departments, CSOs, enterprises, and donors.

key Responsibilities

Technical, Leadership and Management

Projects Delivery, Implementation and Partnership management

  • Lead the development and delivery of a sound Humanitarian preparedness and resilience programme theme and its 5-year strategy, in line with the Oxfam Country Strategy (OCS).
  • To leverage evidence gathered through humanitarian and development work for influencing (policy, campaigning, and advocacy) working with partners and local networks.
  • Provide and share regular analysis on Great Lakes sub-regional political and programme developments from a Humanitarian lens, lead and actively participate in inter-Agency Refugees and Disaster response forums.
  • Support the launching of new emergency interventions ensuring that Oxfam and partners have the necessary capacity to meet the management, logistical, HR and technical requirements.
  • In collaboration with partners and allies, regularly update Oxfam contingency plan and related preparedness strategies while monitoring and analyzing the risks and humanitarian situations in the country.
  • Ensure effective on-going relationship building with relevant Government entities (i.e. Ministry in charge of Emergencies -MINEMA), INGOs, UN agencies and donors establishing Oxfam in Rwanda as a key humanitarian partner and ally for emergency response.
  • Build a deliberate engagement strategy with MINEMA to ensure Oxfam provides strategic support to government institutions in the planning and response to emergencies.
  • Ensure the delivery of humanitarian preparedness and resilience-related projects with demonstrable impact and is accountable for overall project delivery, quality, and learning.
  • Overseeing all projects/grants management of preparedness, resilience, and livelihoods work by ensuring high quality financial and non-financial compliance.
  • Ensure that gender is mainstreamed in Oxfam’s humanitarian preparedness, response and resilience strengthening work in Rwanda.

Programme conceptualization, design, and Growth                        

  • Works closely with the Programme Funding & Communication Coordinator to identify opportunities for fundraising to ensure the financial sustainability of the Humanitarian Preparedness and Resilience strengthening programme theme is guaranteed in Oxfam in Rwanda; also actively build relationships with the humanitarian and resilience donor community to promote the work of the Oxfam in Rwanda programme, sharing learning emerging from implementation, exploring opportunities for collaboration and or funding.
  • Ensures compliance with donor contract requirements and Oxfam internal standards, policies and procedures.

Partnership/coalition building, Influencing and Communication    

  • Represents Oxfam in Rwanda, and peer organizations where appropriate, in relevant fora (JDAF, Technical/Sector working Groups, policy forums, national and international meetings, etc.), at the assignment/request of the Line Manager, giving appropriate and high-quality technical representation of the programme.
  • Ensure partnership/enterprise coordination and linkage between programme outcomes and project components (within thematic areas).
  • Oversee the partner portfolio, with specific reference to the identification of implementing partners and building and maintaining these relationships.
  • Identify and builds partnerships with diverse organisations to leverage and support project activities.
  • Capacity build, support and facilitate implementing partners/staff and consultants in the implementation/management of all projects, in accordance with the relevant procedures and to achieve anticipated outputs and outcomes.
  • Provide timely communication content into project/programme outcome activity reports and respond to requests about the specified projects while also ensuring effective internal and external communication around the project activities are adhered to.
  • Undertake visits to projects to monitor program implementation, financial standards, disseminate information on development issues and analyze interventions from all thematic lenses including a gender perspective.
  • Track and monitor all financial transactions such as allocations, disbursements, cancellations relating to the project and required documents to maintain an overview of the financial status of the coordinated projects.
  • Liaise with government officials, private sector forums and district, national-level organizations and engage in evidence-based influencing under the guidance of the Line Manager.


  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights

Essential Skills, Knowledge, and Experience


Professional/Technical qualifications

  • Undergraduate/Post Graduate in a development-related field e.g. International Development, Development Studies, etc. and or at least 5 years’ experience in Humanitarian preparedness, response, and resilience strengthening program or a similar senior programme management roles.
  • Strong management skills and a proven record of strategic programme delivery in the fields of Humanitarian preparedness and resilience.
  • Experience of partner identification, assessment, and monitoring
  • Proven record of the building of strong, credible relationships with international and local NGOs, government associations, business leaders and communities.
  • Experience of building networks of technical advisors and the brokering of critical technical support to colleagues and national partners.
  • Excellent personal communication skills, in written and verbal English, with high impact influencing and persuasive skills.
  • Strong analytical and conceptual thinking skills; able to understand complex issues and translate them into simple, workable actions and plans.
  • Ability to think strategically, work creatively, effectively and in an innovative manner.
  • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and those of marginalized people in all aspects of Oxfam’s work in Rwanda.


  • Comprehensive knowledge and experience of development programs, humanitarian preparedness, response, resilience and advocacy, and campaigning
  • Knowledge of capacity building, learning and development activities and how to create a learning and sharing environment with a strong knowledge management basis
  • Politically astute, with a good understanding of key external organizations, how they operate and make decisions, and the country development context
  • Commitment to and knowledge of creating a partner-led operational environment, with an ability to create an internal Oxfam approach that is focussed on developing and supporting partner organizations to achieve direct impact and results relating to Oxfam’s objectives
  • Strong knowledge of, and experience in working with donors, fundraising and donor compliance.


  • Influencing experience and ability to develop organizational networks and associations.
  • Experience managing humanitarian, development and influencing programmes.
