Scope of Work

IntraHealth is seeking IPC consultants for to support health provider mentorship on  Ebola Virus Disease (EVD) preparedness . The Ingobyi Activity supports the Rwandan Ministry of Health (MOH)’s EVD preparedness efforts, focusing especially on improved facility IPC conditions and practices, as well as provider  capacity building and support to meet IPC SOPs.

The consultants will support mentorship activities in selected health facilities in Ingobyi supported districts to strengthen provider capacity in  implementation of IPC measures and EVD preparedness activities. Working closely with health facility leadership and Ingobyi IPC technical team, under supervision of the IPC specialist, and with the IPC technical working group (national/local EVD coordination) and other stakeholders involved in IPC activities, the consultants will conduct on site mentorship for health provider, identify and address IPC gaps, and ensure facilities are fully compliant with IPC and EVD prevention protocols.  Initially, these efforts will target 8 targeted hospitals in EVD high priority districts (Gisenyi, Ruhengeri, Shyira, Murunda, Byumba, Nyagatare, Nyamata and Nyanza hospitals) and health centers in their catchment areas, with a possibility of further expansion to additional sites.

Key tasks:

    • Ensures mentorship of the EVD trained teams (RRT) in Ingobyi supported health facilities, by reviewing IPC measures implemented by supported health facilities, coaches and advises health providers on how to strengthen infection prevention, including use of personal protective equipment where necessary, as part of ongoing capacity strengthening efforts;
    • Works in collaboration with Ingobyi IPC and other technical specialists, and MOH/RBC counterparts to build capacity of supported hospitals and health centers in infection prevention and control;
    • Assesses IPC capacities and practices in hospitals and health centers in Ingobyi supported districts/health facilities, and recommends improvements;
    • Reviews training needs, and based on findings, and together with facility-based trainers, conduct training in IPC for staff at district hospitals and health centers in Ingobyi supported districts to improve infection prevention and control measures;
    • Closely monitors progress of IPC activities in supported hospitals and health centers and supports facility IPC focal points and/or champions to address identified gaps;
    • Provides guidance on immediate IPC resources, equipment and training needed for district hospitals and health centers to ensure adequate preparation and readiness for EVD and other potential disease outbreak;
    • Supports coordination of EVD preparedness efforts between health facility and community level;
    • Documents and reports progress on IPC measures in Ingobyi-supported districts to IPC Specialist; and  Performs other tasks assigned by supervisor.


    • Inception report outlining understanding of the assignment, procedure to deliver key tasks and timelines;
    • Weekly plan of action outlining key activities to be conducted, sites and timeline for assigned health facilities;
    • Weekly reports on key activities conducted/completed, observations, recommendations and concerns to be addressed by Ingobyi Activity leadership;
    • Individual facility visit reports detailing activities conducted, observations and recommendations for improvement to address any observed IPC and EVD preparedness gaps;
    •  Assessment reports  detailing capacity status of providers and IPC conditions in supported facilities; and
    • Time log outlining days worked and activities completed.

Duration:  4 months.

Number of positions : Four (4) positions, one per each zone.


The ideal candidate is expected to meet and or possess the following qualifications and requirements.

Education and training

Degree in medicine, nursing, laboratory sciences, pharmacy or related fields, with advanced training in public health and/or infection prevention and control.

Experience and skills

    • At least 3 years of experience as a trainer in infection prevention and control in Rwanda or the region;
    • Experience working in hospitals and health centers in Rwanda is required;
    • Broad understanding of the Rwanda health system is required;
    • Experience working in services such as surgery, lab, maternity, neonatology, etc. where IPC is practiced is required;
    • Proven knowledge of infection prevention and control, preferably in the context of EVD;
    • Minimum 2 years of relevant working experience in IPC in hospital settings;
    • Hands on skills in rapid assessment techniques, knowledge and skills in designing, planning, implementing and monitoring facility and community-based infection prevention and control interventions;
    • Sound understanding of current policy developments related to infection prevention and control;
    • Excellent interpersonal skills, strong organizational skills and an ability to work effectively in multicultural environment;
    • Excellent communication skills (written and oral) in English and Kinyarwanda – French language skills would be added advantage;
    • Working knowledge of Microsoft Office programs, including MS Excel, MS Word and MS PowerPoint;
    • Strong skills in teamwork and networking;
    • Solid skills in documentation and report writing; and
    • Ability to travel frequently within the country.

Working conditions/physical requirements

    • Willingness and ability to travel within and outside the assigned zone, and to work collaboratively with all stakeholders;
    • Willingness to accept additional responsibilities; and
    • Willingness to work overtime as required.

Consultancy Fees

Consultancy fees will be negotiated with best candidates and should not exceed local consultancy rates of IntraHealth International Rwanda and will be subjected to taxes. The consultancy fees will be charged based on an agreed daily rate and the time necessary to complete the assignment in a professional and timely manner. A contract will be established between IntraHealth and selected candidate. IntraHealth reserves its rights to cancel this invitation for consultancy services at any time or to not award consultancy services contract in case the organization is not satisfied with quality of applications or for whatever reason.
