JOB DETAILS:
The Ministry of Health (MOH) is seeking a Health Economist Specialist to join their team. This role is crucial for enhancing the implementation of health financing policies and frameworks within the country. The specialist will be involved in budget negotiations, rational allocation of resources, and the elaboration of budgets for various health financing systems. Additionally, the position requires supervision of the annual production of national health accounts and financial studies, development of strategies for resource efficiency and equity, and monitoring of budget utilization. The role also involves establishing per capita financial data, mapping interveners, and analyzing their budgets and Memoranda of Understanding (MOUs). Ensuring equity in funding decentralized structures and producing periodic reports on health sector financing are key responsibilities. The specialist will also monitor and evaluate the implementation of health financial policy, enhance value for money, and conduct financial analysis of the health sector. A significant part of the role involves being a core member of the Health Resource Tracking (HRT) Technical Team, overseeing the daily programmatic management of the Health Resource Tracking Tool (HRTT) in Rwanda, and coordinating training for relevant personnel. Tasks assigned by the supervisor related to the domain are also expected.
