Title: Consultancy services to facilitate the training of WASH Sector key actors on business plan development and implementation.

     1. About VEI

Six Dutch drinking water utilities share their expertise, via VEI, with colleague water utilities around the world in so-called Water Operator Partnerships (WOPs). Through these long-term partnerships, VEI supports improvements in operational efficiency from source to tap, financial sustainability, and availability of investments. Currently, VEI is engaged with partners in 20 countries to work on the ultimate goal of the WOP: universal sustainable water services (SDG 6).

     2. Background

To fulfill its mission, VEI in consortium with Water for People, CARE International, IRC WASH, and AEE has secured the funds from USAID to finance the Isoko y’Ubuzima project which is a five-year Water, Sanitation, and Hygiene (WASH) activity implemented from July 2021 to July 2026.

The overall goal of Isoko y’Ubuzima is to improve the access to sustainable water and sanitation services which is critical to improved health outcomes, improving the living standards of Rwandan citizens, and achieving Rwanda’s development goals.


VEI intends to apply part of the funds from the Isoko y’Ubuzima project towards strengthening the capacity of private operators managing water supply systems in the rural area.

Thus, VEI  seeks the assistance of a local expert to facilitate the training of private operators, Districts WASAC, and RURA staff on business plan development and implementation.

      3. Description of Assignment

The key responsibilities of the consultant are as follows:

  1. Prepare a PowerPoint presentation highlighting the status, and challenges in business development and evaluation for water service provision in Rwanda.
  2. Support the facilitator in preparing the training materials relevant to the preparation of business plans for Rwanda’s rural water infrastructure management.
  3. Facilitate the provision of comprehensive training and ensure that the covered topics are relevant and in line with the private operators, district, WASAC Ltd, and RURA’s mandate and responsibilities.
  4. Support the facilitator in preparation, scoring, tabulation, and analysis of the results of the pre and post-test of participants’ knowledge and skills on business development and evaluation.
  5. Evaluate the outcome for every session covered in the training, lead the group work sessions, review the plans done by participants as practical exercises, and provide technical assistance to improve the knowledge of business plan development and implementation.
  6. Support the facilitator to develop a Curriculum and action plan for regular business plan implementation monitoring for private operators.
  7. Collaborate with the facilitator to prepare the training report after the activity is completed.

      4. Deliverables

The  Consultant shall submit the following deliverables:

  1. Prepare a PowerPoint presentation highlighting the current status, and challenges in business development and evaluation for water service provision in Rwanda.
  2. The training materials tailored to the context of rural water service provision in Rwanda
  3. The evaluation results before and after the training to measure the impact of the training
  4. The overall report showing the proceedings of the training with sound recommendations to monitor business plan implementation.
  5. Curriculum development and action plan for regular business plan monitoring and coaching to private operators

Interested candidates shall submit their technical proposals which will include their degree, CVs, and Proof of experience as a trainer or similar position in the field of business plan development for water service provision, and the financial offers showing the rate per day.
