Teacher Support& Management Specialist at REB

Job Description
The Teacher Support and Management Specialist will be expected to deliver on the following duties and responsibilities: •Organize and coordinate the development of the implementation plan for improving teacher management; •Review of instruments governing teacher management and develop of teacher professional standards; •Coordinate the establishment of a teacher recruitment coordination team and follow up on its functioning; •Coordinate the development of a test item bank and marking scheme for teacher recruitment exams and monitor their effective use; •Coordinate standardization of teacher recruitment examinations in collaboration with all districts; •Coordinate the development of a database on teacher recruitment exam results and ensure its regular updating and management; •Coordinate the development of standardized instruments for teacher recruitment examinations incorporating English proficiency and ICT skills and their regular review; •Organize capacity building sessions for model schools for development of innovative teaching and learning practices; •Coordinte the dissemination of model schools innovative teaching and learning practices to other schools in the country; •Support the skills development for TTC leaders and tutors to effectively manage, coach, support and assess TTC students; •Coordinate the development of communities of practice in TTCs for improvement of teaching and learning; •Follow up on the effective preparation of TTC students to becoming competent teachers through the provision of needed support in teaching and learning process; •Coordinate with MINEDUC, Universities and TTCs on teacher demand and employment arrangements; •Support the national teacher recruitment process through setting national recruitment guidelines and procedures; •Contribute to the development of the national teacher standards; •Ensure that new teachers are trained following the recruitment process; •Contribute to the development of guidelines for improving national teacher recruitment and deployment strategies to reduce teacher turnover; •Take initiatives to build strategic partnerships at all levels to resolve teacher management related issues including but not limited to motivation, retention, appraisal and absenteeism; •Keep and regularly update teachers’ database for the purpose of teacher data analysis, teacher demand and supply and teacher licensing; •Maintain regular communication with District Education Officers for the purpose of promoting teachers’ rights and appropriate interventions; •Liaise with University of Rwanda – College of Education and Teacher Training Colleges for trackers studies (to gauge employment patterns of TTC graduates) and other activities as needs assessments for enhancement of teacher preparation and training programs; •Liaise with District Education Officers and other stakeholders involved in teacher management for the purpose of planning for new teachers and monitoring teacher placement; •Perform other related tasks as required.
  Job Profile
•Have a Master’s Degree in Education or Bachelor’s Degree in Education with at least 3 years of proven relevant working experience for Master’s Degree holders and at least 5 years of proven relevant working experience for Bachelor’s Degree holders •At least 5 years of experience working with teachers in Rwanda (related to teacher management, teacher recruitment and/or teacher training) •Experience working with TTCs and/or district level teacher recruitment processes will be an added asset •Possession of good general knowledge about the Rwandan education system •Excellent communication skills (written and oral) in English and Kinyarwanda. Knowledge of French will be an added asset; •Strong planning and organization skills •Strong ability to work productively individually as well as in a team environment Other skills: (i) Quantitative and analytic skills, (ii) Proficient with Microsoft (Excel, Word, PowerPoint), (iii) Ability to manage priorities and be detail – orientated within a dynamic, fast – paced environment, (iv) Work in a team environment to determine and/or review ideas to find solutions to problems, (v) Ability to work independently with limited or no supervision while maintaining a high level of efficiency and still upholding a team mentality.
