JOB DETAILS:
The purpose of the Grant and Contracts Manager Position is to lead, manage and direct overall Grant and Contracts management function of Investing in Adolescent Girls in Rwanda(IAG-R) Programme funded by DFID Rwanda. The Grant and Contracts Manager is responsible for the day to day financial operation for IAG-R programme; ensure all the consortium members and subgrantees comply with CARE International Award and Sub Awards management policies and DFID requirements. The Grant and Contracts Manager works closely with the Team Leader, Deputy Team Leader, the head of Finance and the IAG-R program team and members of its consortium to ensure proper management of the program funds. The most critical elements of the job requirements are to ensure timely and accurate financial reporting to the donor as well as adequate management of subgrants to partners, ensuring that all operational aspects are in compliance with CARE Financial and Donor grant compliance regulations and budgetary requirements. The Grants and Contracts Manager will provide timely reports to the PMU team (Team Leader and Deputy Team Leader) on grants and subgrants expenditures and provide analysis on program implementation timeline vs. expenditure. The Grants and Contracts Manager will provide training and ongoing technical support to program staff and partners on compliance with terms and conditions of donor grants and CARE sub-grants management policy. The GCM will support program staff to request Fund Codes (FCs), Project IDs (PIDs) and set up grants and subgrants correctly in PeopleSoft, the Country Office’s financial system. The Grants and Contract Manager will report directly to the Team Leader. .

Job Qualifications:
• Bachelor’s Degree in Accounting, Finance or Business Management or related field
• Fully Certified Public Accountant (CPA and / or ACCA),
• At least 8 years in grants, subgrants and budget management at a similar level, of which at least three in an international NGO;
• At least 4 to 6 years’ experience working in the developmental sector-specific technical experience in budgeting, accounting, financial reporting, grants/contracts management and business management
• Demonstrated experience with financial troubleshooting and audit
