Notice for Acquisition of Feed and Organic Fertilizer Production Plants (Goods) Tender at LuxDev
This notice of invitation is launched by and according to the procedures of LuxDev, the Luxembourg Development Cooperation Agency, on behalf of project RWA/030 receiving financial support from the governments of Rwanda and the Grand Duchy of Luxembourg.
1. Identification and financing of the Project/Programme
- Title: Project RWA/030 – Improving skills for holistic employment in modern agriculture (ISHEMA)
- Source of financing: The government of Rwanda and the government of the Grand Duchy of Luxembourg as set out in the project’s/programme’s bilateral agreement n° dated 18/10/2024.
- Status of financing: Approved
2. Identification of the Contract
- Type of contract: Goods
- Object: Acquisition of Feed and Organic Fertilizer Production Plants.
- Number: A-RWA030-2026-8505
- Number of lots: 2
- Lot 1: Integrated Stockfeed & Fish Feed Processing Plants (16 TPD)
- Lot 2: Organic Fertilizer Production Plant (5 TPD)
- Grouping of lots: possible, a tenderer may be awarded more than a single lot if he satisfies, cumulatively, the administrative and technical requirements of the lots to which he is tendering.
3. Eligibility and evaluation criteria
- Origin: No restriction
- Eligibility: Economic operators satisfying the criteria included in the statement of good standing and in the ethics clauses of the general regulations.
- Evaluation: The most economically advantageous tender on the basis of price, administrative and technical criteria and incoterm CPT (Mombasa port, Kenya) will be granted the contract.
- Variants: Variants will be considered
4. Location and timeframe
- Location of the project: Rwanda
- Terms and place of delivery: as per the technical specifications, Incoterm will be either FCA (Departure port), CPT (Mombasa port, kenya) or DAP (Designated TSS sites in Rwanda). The tenderers shall propose a price for each option.

The final destination and installation of the equipment shall be at the following TSS in Rwanda:
- Lot 1: one unit shall be delivered and installed at Kinazi TSS, Ruhango District, and one unit shall be delivered and installed at Mutobo TSS, Musanze District.
- Lot 2: one equipment shall be delivered and installed at Mutobo TSS, Musanze District.
Performance period of the contract (per lot and not cumulative in case of award of several lots to the same tenderer):
- for incoterm FCA: two (2) months with a suspension for transport from departure port to destination sites and installation instructions from the contracting authority;
- for incoterm CPT: four (4) months with a suspension for transport from Mombasa to destination sites and installation instructions from the contracting authority;
- for incoterm DAP: five (5) months with a suspension for installation instructions from the contracting authority;
commencing from the date indicated in the administrative order to commence services and ending with provisional acceptance.acceptance.
Final acceptance and warranty obligations shall be governed by Articles 40 and 42 and shall survive the performance period.;

Once you have submitted your technical and financial offer, you must send an email to the address below to inform us of your submission: procurement.rwanda@luxdev.lu
Any infringement of these measures (e.g. submission of offers outside the specified e-mail addresses or deposit areas) will constitute an element of non-compliance and will result in the rejection of the offer by the evaluation committee.
You will receive an acknowledgement of receipt of your offer following the deposit of the offer.

8. Guarantees

9. Payments
All eligible payments which are part of this contract will be processed by Lux-Development on behalf of project RWA/030.
10. Information meeting and/or site visit
There will be a non-mandatory online information session 14 days after the publication of this tender on 01.09.2026 .
11. Complementary or additional services
This contract does not include any complementary or additional acquisition of goods. In the event where complementary or additional acquisition of goods would be required (initially not included), its value will be limited to a maximum of 50% of the initial value of the contract. When several successive amendments are made, this limit applies to the value of each amendment.
